House Speaker Paul Ryan said Thursday he's confident a sweeping overhaul of the us tax system can be accomplished this year, batting aside a question about a possible delay as Washington reels from turmoil surrounding President Donald Trump.

And before that, Trump had reportedly asked Comey at a dinner in January if he would pledge his loyalty to the president.

"But he also felt that he could not refuse a presidential invitation, particularly not one that went to a broad array of law enforcement leadership".

The remarks will be Trump's first live, on-camera remarks since Deputy Attorney General Rod Rosenstein tapped Robert Mueller to be a special counsel overseeing the Justice Department's Russian Federation probe.

The New York Times reported that former FBI Director James Comey, later fired by Trump, detailed in a memo how the president asked him to drop an investigation into former national security adviser Michael Flynn.

Trump continued to assert that there was "no collusion", between his campaign and Russian Federation. "I think it shows division, and it shows that we're not together as a country".

Early on Thursday morning, Trump tweeted that he believed he was a victim to "the single greatest witch hunt of a politician in American history!"

House speaker Paul Ryan said his priority has been to ensure thorough and independent investigations are allowed to follow the facts wherever they may lead.

In his letter announcing the appointment, Deputy Attorney General Rod Rosenstein wrote, "What I have determined is that based upon the unique circumstances, the public interest requires me to place this investigation under the authority of a person who exercises a degree of independence from the normal chain of command".

Senate Intelligence Committee leaders requested Comey testify in both an open and closed setting, while House Government Oversight Committee chairman Jason Chaffetz wants Comey to testify at a hearing next Wednesday. Comey, who noted the request in a memo, was sacked by Trump on 9 May. Later, though, Trump told NBC News that he would have fired Comey "regardless" and was thinking of the "Russia thing" when he did so. White House observers have also said Trump's shifty maneuvers with the media demotivated establishment Republicans from defending him. Another report, in The Washington Post, that Trump revealed highly classified information to Russian diplomats in a meeting in the Oval Office last week has amplified concerns about the president's dealings with Moscow.

"All over the world, no matter where you go, the Federal Bureau of Investigation is special", Mr Trump said.

"He didn't think there wouldn't be any charges brought - a statement that I think was regarded in some quarters as the king's wish", Mukasey said.
